- Approval of Minutes (26 May 2009): Minutes were proposed by Mike Dunworth seconded by John Holt and unanimously approved.
- MATTERS ARISING:
- PACC [Portree Area Community Company Ltd] – Jim Towers will raise the subject of footpaths at Home Farm also various other paths with Donald Kennedy the next Local Access Forum- [LAF] October 2009.

Access to
windfarms – Falck – Dunvegan – no scooter access, nor
access for wheelchair users ; style not accessible for disabled persons. Action: Jim Towers/Donald Kennedy
- Ardvasar Hotel – Julia will visit Hotel when next in Sleat. ? 6 months. Action: Julia
- Broadford Co-op.- Toilet roll holders NOT installed. O/S. Action CH - urge
- Broadford Toilets/Carbost Toilets [Highland Council ]–
- Broadford toilets – Now shut. Taps need replacement. Doors and sinks still to be done. –Health and safety issue!
- Toilets at Carbost - Closed and boarded up.
Meeting with Cllr John Laing and Mark Crowe and Jim Towers at Talisker
Distillery, Cllr Laing suggested that Minginish Community Council take
over the running of the toilets. Leasing was proposed but funding of
the project was an issue. The subject of Carbost toilets to be fully
costed and a report issued by Jim Towers. Action: JT/MC/JL [Highland Council]
- Discretionary Grants/ General Funding / Marketing - The application to Tesco was rejected. Action Nicola Rust
- Skeabost Hotel – Julia, Mike and Nicola will visit when suitable. - hopefully September 2009. Action: JR/MD/NR O/S
- Public liability insurance. Joan to check with Highland Council Insurance Dept. Colin D Mackenzie and put in place. Action: Joan

- NHS HIGHLAND – Review. NHS Highland August/September 2009- Update received via email [Kate Earnshaw]
Re Portree Hospital – apparently non qualified personnel were involved in an outstanding issue. To be reviewed../ contact NHS Highland Action : CH
- Radar Keys –Sign is now on the door of Disabled toilet .Poor quality ./ Flimsy. Action: TECS Mark Crowe
- Kyle Village
–Substantial notices require to be erected re Blue Badge holders parking instead of the small insignificant one at present. kerbs being done, Bank of Scotland pavements being done, resurfacing of road ? Get update from Mark Crowe.[see p4] Action: TECS – Mark Crowe O/S
- Alliance meeting – Minutes noted. Next meeting scheduled for Inverness – November. Action: John H, Mike D and Joan
- The Constitution – Generic copy from SLCVO and copy via email from Joan and Keith Robertson [SDEF] both copies to be discussed on Wednesday 2ndSeptember at Colin’s House. Results sent to John Holt [and Joan] for deliberation. could
be revised to incorporate ‘ people who face barriers or represent
someone who does.[face barriers ]. NOTED + trustees? ACTION; MD/CH
- Portree - Parking for disabled – new legislation has been passed by the Parliament – Capability Scotland Dropped kerbs etc. signage
etc]. Various members requested that better signage in general
necessary in Portree re parking spaces for disabled persons. eg at
Library [former] To be prioritised. OK for Nora to get details on legislation – cost £5.50 OK for purchase. Action Mark Crowe TECS O/S
- Columba 1400 –Survey Report from Julia will be available on 29 September. Survey by Nicola, Nora and Colin.
- Co-op Portree - It was
reported that the dropped kerb at the back of the Co-op. needed
attention; also ‘pavement bit…missing’; Colin said
he would contact TECS . apparently there is only funding available for
2 dropped kerbs. Need to prioritise. Action: .Mark Crowe O/S
- Kyle – TECS to update on this matter Action: Mark Crowe O/S.
- Portree High School –Flatten out bumps instead of ramps. Visit. Action: NR/MD.
Mike to hold back on letter of Thanks to Morrison Construction and Head
Teacher at the High School for all co-operation in getting things done
once all issues have been completed. Action: Mike Dunworth
- Better Health Services
– A member was involved in a survey re [leaflet copy] this is
being ‘rolled out’ Scotland wide. GP services is the next
survey to be considered.
- Core paths– ongoing re-assessment – half day training TBA. Action: Nicola R/NW
- Broadford Service point – no disabled parking. Letter or email to Highland Council.
New legislation – Nora to get details on legislation – cost £5.50 OK for purchase. Ongoing
- Planning Office in Portree - Colin reported that in the there is a push-pad on inside door, but none on OUTSIDE door. Job done.
- Stationery - New letterheads and general stationery to be reviewed.
- ID Cards - Panel members should be provided with ID cards.
- Updated list of members – emails etc. Action: Joan
- TREASURER’S REPORT
- The Treasurer gave a financial report.
- TRAINING - Training Courses – Report due on 29 September. Action: Julia R
- NEW BUSINESS
- Portree Toilets - A complaint had been received re the general cleanliness of these toilets. To be notified to Mark Crowe [VACMAN to attend].
- Pavement at the old Post Office in Portree needing attention. Action: Mark Crowe
- Pavement at Urquhart Place, Portree – not buggie/wheelchair friendly Action Mark Crowe
- Minginish New Community Hall – disabled toilets very good. Hall in general to have survey carried out re DDA compliant. Action: J Rudram

Notes on TECS outstanding actions:-
- Portree ‘Lump’ possibly 2009/2010 surface up to medical centre – budget permitting
- Kyle village – budget 2009/2010 Kyle main street will be re surfaced during this financial year.
- Police enforce disabled parking on the road.

Jim asked what

- Time around 10 am 11 am but check with KE - 14 September 2009 to be ‘facilitated’ chaired by Jim Towers
- There is a
general consensus of opinion within Highland that there is a great
mis-trust and anxiety re various matters, eg bed closures and shifting
the balance of care within the community without prior discussion [NHS
word usage Consultation exercise]; actions being taken on serious
matters by the ‘Hierarchy’ within NHS; albeit meetings are
being held in Community Halls, but decisions have already been taken
although the NHS said they would listen to the public!
