  • Present: Colin Hutchings, Mike Dunworth, Nicola Rust, Nora Warby, Cllr Ian Renwick, John Holt, Julia Rudram, Jim Towers and Joan Turkington (Minute Secretary).
  • Apologies- Una MacLeod, Caroline Gould, Liz Macleod, Wendie Elliot. Margaret McKay, Donald McKay, and Pauline Smith
  • Approval of Minutes (28 April 2009): Minutes were proposed by Mike Dunworth seconded by John Holt and unanimously approved.
  • MATTERS ARISING:
 
  1. PACC [Portree Area Community Company Ltd]  – Jim Towers will raise the subject of footpaths at Home Farm also various other paths with Donald Kennedy the next Local Access Forum- October 2009. Action: Jim Towers/Donald Kennedy O/S
  2.  Ardvasar Hotel  Julia will visit Hotel when next in Sleat. ? 6 months. Joan noted that planning permission has been refused for Richard Jeffrey for alterations to his Hotel [Ardvasar] Action: Julia
  3.  Broadford Co-op.- Toilet roll holders NOT installed. O/S. Action CH

 

  1.  Broadford Toilets/Carbost Toilets [Highland Council ]

    Broadford toilets - Toilet seat in the disabled toilet has been replaced. Taps need replacement. Doors and sinks still to be done. –Health and safety issue!  

    Toilets at Carbost -  Jim Towers gave an update on. Apparently they were designated temporary over 20 years ago; a notice has been placed on Carbost toilet door – ‘Closed…..’. See article in the Free Press. Public health problem - …beach…! Ian Renwick advised that perhaps a minimum amount of work could be undertaken, with a review on the whole situation. Action: O/S email Mark Crowe with cc JL Highland Council

  1.  Discretionary Grants/ General Funding / Marketing [see page 4]
  2.  Skeabost Hotel  Julia, Mike and Nicola will visit when suitable. Action: JR/MD/NR O/S
  3.  Public liability insurance. Resulting from the Highland Alliance meeting held in April 2009, it was advised that it is a requirement of the SOA [Single Outcome Agreement] / Highland Council that each Access Panel requires PL insurance. This to be reviewed at next meeting. Action: ALL
  4.  Surveys.– Ongoing.
  5.  NHS HIGHLAND – Re Portree Hospital – apparently non qualified personnel were involved in an outstanding issue. To be reviewed. NATALIE MOREL./ contact NHS Highland Action : CH
  6.  Radar Keys –Sign is now on the door of Disabled toilet .Poor quality ./ Flimsy. CAB have a key; open during Office hours CAB. Action: TECS Mark Crowe..
  7.  Kyle Village kerbs being done, Bank of Scotland pavements being done, resurfacing of road ? Get update from Mark Crowe. Action: TECS – Mark Crowe O/S
  8.  Alliance meeting – Mike, John and Joan gave a resume on this visit. Next meeting scheduled  for Boat of Garten 3rd August  Action: John H, Mike D and Joan
  9.  The Constitution – A special sub-committee comprising Mike Dunworth, Colin Hutchings and John Holt – further info to be advised, e.g. venue etc.could be revised to incorporate ‘ people who face barriers or represent someone who does.[face barriers NOTED + trustees? To be held-over till later TBA Action: Colin H

 

  1.  Portree - Parking for disabled – new legislation has been passed by the Parliament  – Capability Scotland Dropped kerbs etc. signage etc]. Various members requested that better signage in general necessary in Portree re parking spaces for disabled persons. eg at Library [former] To be prioritised.  Nora to get details on legislation – cost £5.50 OK for purchase. Action Mark Crowe TECS O/S
  2.  Columba 1400 –Excellent meeting. Survey by Nicola, Nora and Colin. Report to be made at next meeting [ June and July meeting cancelled [holidays etc]  
    New date for report 25 August 2009 Action: Joan/Columba 1400
  3.  Co-op Portree - It was reported that the dropped kerb at the back of the needed attention; also ‘pavement bit…missing’; Colin said he would contact TECS . apparently there is only funding available for 2 dropped kerbs. Need to prioritise. Action: .Mark Crowe O/S
  4.  Kyle – TECS to update on this matter Action: Mark Crowe O/S.
  5.  Portree High School  Mike to send letter of Thanks to Morrison Construction and Head Teacher at the High School for all co-operation in getting things done once all issues have been completed. Action: Mike Dunworth
  6.  Better Health Services – A member was involved in a survey re [leaflet copy] this is being ‘rolled out’ Scotland wide. GP services is the next survey to be considered.  
    Broadford Service Point – new legislation – 
    Nora to get details on legislation – cost £5.50 OK for purchase. Ongoing
  7.  Nicola and Nora – Core paths etc. – ongoing re-assessment – half day training TBA. Action: Nicola R
  8.  Broadford Service point – no disabled parking. Letter or email to Highland Council.
 
    1. TREASURER’S REPORT
  • The Treasurer gave a financial report.
 
    1. TRAINING - Training Courses – Well prepared and presented Course ‘Health and Safety and Risk Assessment’ by Julia Rudram – at Columba 1400, Staffin, was combined with usual Panel Meeting and survey of Columba 1400. Report due at next Panel meeting. Action: ALL[JR]

 

    1. NEW BUSINESS
 
  • Colin reported that in the Planning Office in Portree there is a push-pad on inside door, but none on OUTSIDE door. O/S
  • New letterheads and general stationery to be reviewed.
  • Panel members should be provided with ID cards..
